We are seeking an experienced Director, Quantity Surveyor / Cost Management with a strong background in the Data Center sector.
This role encompasses a blend of quantity surveying, cost estimation, and comprehensive cost and contract management responsibilities. The ideal candidate will bring strategic insight and technical expertise to support the successful delivery of complex data center projects.
The essential job duties for this position are as follows:
Develop a comprehensive target cost plan.
Provide a pricing methodology template and define a project-specific tendering process.
Participate in the Kick-Off workshop and present cost management requirements.
Evaluate project requirements, site conditions, design, and schedule to recommend the most suitable procurement strategy.
Prepare a detailed commercial plan outlining key milestones, including estimate submissions, GMP development, QRA workshops, and construction audits. Continuously assess and refine the plan as needed.
Support the development of a draft procurement recommendation plan, including local contract terms, GC RFP requirements, contract strategy, and GC negotiation planning.
Lead the commercial onboarding process for General Contractors.
Manage the procurement of subcontractor trade packages: review RFP documentation, evaluate GC analyses, participate in post-RFP meetings, and prepare recommendation approvals and ARLs.
Conduct commercial analysis of all vendor-submitted project changes.
Prepare and present monthly project financial reports and participate in cost review meetings.
Provide Commitment Projection Reports and Month-End Cash Flow forecasts.
Verify actual on-site progress through site walks and align findings with the agreed GMP/Lump Sum summary for monthly payment applications and contractual entitlements.
Maintain and update the change management log weekly with all project and vendor changes.
Calculate and present the cost impact of each change item to the Change Approval Board.
Update the QRA report monthly based on the Site Cost Manager’s risk register.
Act as interim reviewer for all project contract documents.
Provide updated, detailed cash flow forecasts based on actuals, projected final costs, and the latest project schedule.
Update the EVML (Earned Value Management Log) report monthly.
Contact each vendor upon completion of their scope to finalize cost agreements.
Consolidate all final cost reports into a comprehensive Final Account Report, detailing the status of all vendor purchase orders.

- 10+ years’ experience in Cost Management.
- Prior experience in data center construction.
- Bachelor's or Master’s degree in engineering or related technical field
- PMP or related background a plus
- Fluent English language
- Work permit in European Union
- Must have knowledge of and perform to the following industry standards and practices:
- ASPE (American Society of Professional Estimators)
- CSI (Construction Specification Institute)
- AACEI (Association for the Advancement of Cost Engineering)
- SCEA (Society of Cost Estimating and Analysis)
- RICS (The Royal Institution of Chartered Surveyors)
